DARÜŞŞAFAKA EDUCATION INSTITUTIONS
STUDENT SELECTION, REGISTRY AND ADMISSION COMMISSION 
REGULATION ON ESTABLISHMENT, DUTY, AND OPERATIONAL PROCEDURES AND PRINCIPLES 

SECTION ONE
Aim, Scope, Basis and Definitions

Aim
Article 1–
This regulation aims to specify the rules on establishment, duty, and operational procedures and principles of the Darüşşafaka Education Institutions’ Student Selection, Registry and Admission Commission to be established by the Board of Directors within the framework of Article 34 of the Charter.

Scope
Article 2-
This regulation includes the rules to be based on establishment of the Student Selection, Registry and Admission Commission, the duty and functions of the Commission, and operational procedures and principles thereof.
 
Basis
Article 3
- The basis of this Regulation is Articles 34, 40 and 56 of the Charter.

Definitions
Article 4 –
The following terms in this Regulation shall have the following meanings:

Darüşşafaka means Darüşşafaka Society;
Charter means the Charter of Darüşşafaka Society;
Board of Directors means the Board of Directors of Darüşşafaka Society;
Chairman of the Board of Directors means the Chairman of the Board of Directors of Darüşşafaka Society;
Education Institutions means Darüşşafaka Education Institutions;
Education Commission means the Educaion Commission of Darüşşafaka Society;
Commission means the Student Selection, Registry and Admission Commission of Darüşşafaka Education Institutions;
Secretary General means the Secretary General of Darüşşafaka Society;
Committee means the Student Selection, Registry and Admission Committee of Darüşşafaka Education Institutions; 
Representative of Communication Department means the Representative of Communication Department of Darüşşafaka Society.

SECTION TWO
Aim and Function – Authority and Duties of the Commission

Aim and Function of the Commission
Article 5-
The function and aim of the Student Selection, Registry and Admission Commission established within the framework of Article 34 of the Charter can be listed as follows: (i) to follow up the schedule and implementation drawn up by the Committee for selection, examination, registry and admission of the students and orientation of the students to be educated in Darüşşafaka Education Institutions; (ii) to observe whether these schedules and implementations comply with the Student Selection, Registry and Admission Principles of Darüşşafaka Education Institutions;  (iii) to identify the deficiencies and to make contributions and recommendations for these purposes; (iv) to examine the admissible students and examine and assess the related evaluation criteria and submit its recommendations to the Board of Directors on students admissible for school’s primary and reserve placements drawn up by the Commission together with the Education Commission; (v) to confirm admissible students’ candidate lists and to submit this to the approval of the Board of Directors; and therefore (vi) to contribute to the management of this process according to the legislation and principles in a systemized and rational way. 

Authority and Duties of the Commission 
Article 6-
The authorities and duties of the Commission are specified as follows within the framework of the function and aim stated in Article 5 of this Regulation. 

The commission

6.01- examines the schedule drawn up by the Committee in line with the Student Selection, Registry and Admission Principles of the Darüşşafaka Education Institutions, identifies the deficiencies and makes necessary contributions and recommendations for these purposes, and submits the final schedule to the approval of the Board of Directors. 

6.02- examines whether the Student Selection, Registry and Admission Action Plan and Budget drawn up by the Secondary School Principal, who is the head of the Committee, complies with the mission and vision of the Education Institutions, and submits to the approval of the Board of Directors by ensuring conformity. 

6.03- follows up the implementations of the Committee on publicity of Darüşşafaka Education Institutions, announcements of admission examination, examinations for admissible student selections, students’ registry and admission and orientation, examines whether these implementations comply with Student Selection, Registry and Admission Principles of Darüşşafaka Education Institutions, identifies the deficiencies and makes necessary contributions and recommendations for these purposes.

6.04- provides necessary support to the Committee for press and public relations in all stages of student selection, registry and admission processes, especially in the efforts for publicity of Darüşşafaka Education Institutions and announcement of admission examination.

6.05- examines the list of the institutions and their alternatives that will prepare the examination, which is drawn up by the Secondary School Principal, who is the head of the Committee. The Commission makes necessary contributions, evaluates the alternatives and submits it to the Board of Directors for final approval. 

6.06- provides to conclude necessary agreements and protocols without any delay with the people and/ or establishments, who will prepare and publish the questions of the examination at the beginning of each education year within the framework of the approval of the Board of Directors, and plans and conducts the activities related to the examination in line with these agreements and protocols. 

6.07- examines the examination centers identified by the Committee. The commission provides recommendation on alternative examination centers, if any, and submits the list of final examination centers to the approval of the Board of Directors.

6.08- finalizes submits to the approval of the Board of Directors the examination, health committee, financial status investigation and initial registry dates that are identified by the Committee. 

6.09- examines and assesses Darüşşafaka Admission Examination Evaluation Criteria provided by the Administrative Committee of the School Management on students who are admissible to the 5th grade each year together with the Education Commission. As a result, the Commission submits its recommendations to the Board of Directors on students admissible for school’s primary and reserve placements drawn up together with the Education Commission. 

6.10- specifies the amounts based on subsistence level according to the Student Selection, Registry and Admission Principles of Darüşşafaka Education Institutions and submits it to the approval of the Board of Directors prior to the financial status investigations on the students, who passed the examination.

6.11- discusses the overall results of the evaluation of financial status investigation of the students, drawn up by the Head of the Commission. The Commission finalizes and submits to the approval of the Board of Directors the candidate lists of admissible students by assessing financial status scores and health committee forms of the students.

6.12- submits its opinions and recommendations to the discretion of the Board of Directors for both the processes of examination, registry and admission and necessary modifications, and alternative modification recommendations that may influence the general content, properties and quality of the examination system. 

SECTION THREE
Establishment and Operational Principles of the Commission

Establishment of the Commission
Article 7-
The head and a member of the commission, composed of seven people, is elected by the Board of Directors among its members. The other members of the Commission are the Secondary School Principal, the High School Principal, the Secretary General, the Representative of Iş Bank and the Representative of Communication Department. 
The Chairman of the Board of Directors may attend the meeting of the Commission if he/she finds it necessary. 

Operational Principles of the Commission
Article 8-
The Commission meets at least once in a month from the beginning of September until the end of March and at least twice in a month from the beginning of April until the end of August.

The Chairman of the Board of Directors may call Commission for a meeting ex officio in terms of a special agenda, when necessary. 

The quorum of the Commission for debate is at least four and the decisions are made by majority of votes.
In the case of a tie vote, the vote of the head of the Commission shall prevail.

The decisions taken at the meeting are recorded in the minute book of the Commission. 

The Head of the Commission ensures that minutes of the meeting are regularly kept by the secretariat for the purpose of providing comprehensive information on the assessments made in the meetings of the Board of Directors. The minutes of the meeting and final opinions are submitted to the Board of Directors after being approved by all members of the Commission. 

Article 9- The secretariat of the Board of Directors executes the Commission’s secretariat. At least three days before the meeting, the agenda of the meeting, drawn up by the Head of the Commission are delivered to the members of the Commission by secretariat. The secretariat of the Board of Directors is responsible for regularly keeping minutes of the meeting and final decisions, delivering them to the Board of Directors and keeping the minute book. 

SECTION FOUR
Final Provisions 

Provisions that are not stipulated in the Regulation
Article 10-
The Board of Directors is the authorized decision-making body for circumstances that are not stipulated in this Regulation. 
 
Enforcement
Article 12-
This Regulation has been acknowledged upon the decision of the Board of Directors dated 16.10.2012 and numbered 58.
